AI Tools for Game Modding: Rules by Mod Site

Updated . Prices last checked: October 18, 2026, on vendor pages. How we rank.

Modders already use AI to sharpen textures, make props, voice new lines, write scripts and translate mods. The tools are mostly the same ones game developers use. What's different for modding is the rules: Nexus Mods, Modrinth, CurseForge, Bethesda, Mojang and Roblox each treat AI differently, and breaking those rules can get a mod hidden or removed. This guide covers both the tools and the rules, using each platform's and vendor's own pages, checked on October 18, 2026.

Quick answer

  • Textures: Upscayl (simple, free) or chaiNNer (batch pipelines, free). RTX Remix remasters classic games with AI PBR materials.
  • 3D props: Meshy. It exports OBJ/GLB for a voxelizer, and its Roblox Bridge needs Pro+.
  • Voices: ElevenLabs, but only for original voices. Never clone an actor without consent.
  • Code: Claude Code, Cursor or Copilot for Java, C# and Lua. Check Papyrus output carefully.
  • Minecraft without code: see the best AI Minecraft mod makers.
  • Before you upload: tag AI use on Nexus, don't publish mostly-AI projects or AI images on Modrinth, label AI screenshots on CurseForge, and never sell AI mods through Bethesda's paid Creations.

Textures and upscaling

Upscaling old textures is the AI use modders argue about least, and Nexus's own tags reflect that: AI texture upscaling falls under the lighter "AI Assisted" tag, not "AI-Generated Content".

Upscayl

How it works: a free, open-source (AGPL-3.0) desktop app that upscales images up to 16x on your own PC, with several models, batch mode and custom NCNN models. Best for: quickly upscaling a folder of textures without learning a pipeline. Limits: it needs a Vulkan-compatible GPU, and it's a general image tool, so game-specific steps like mipmaps and DDS formats happen in your usual mod tools. Price: the desktop app is free. Its site also advertises a separate cloud service, which we haven't priced. Upscayl tool page.

chaiNNer

How it works: a free, open-source (GPLv3) node editor. You chain nodes for loading, upscaling, color and format work, then run them in batches. It runs community super-resolution models through PyTorch, NCNN, ONNX or TensorRT. Best for: repeatable texture pipelines, using community game-texture models such as those listed on OpenModelDB. Limits: there's more setup than Upscayl, and each AI model has its own license to check. chaiNNer tool page.

NVIDIA RTX Remix

How it works: NVIDIA's open-source platform for remastering classic games. You capture game assets, then relight them with path tracing. NVIDIA says its built-in generative AI texture tools analyze low-resolution textures, generate normal and roughness maps, and upscale by up to 8x, and that it connects to ComfyUI for more models. Assets move through OpenUSD to tools like Blender. Best for: full remasters of games RTX Remix supports. Requirements: Windows 10 or 11 and any NVIDIA RTX GPU at minimum. NVIDIA recommends an RTX 4070 with 12 GB of VRAM. Price: free. RTX Remix tool page.

3D models and props

Meshy has a Minecraft-style model page, but it exports OBJ or GLB for a voxelizer rather than native Minecraft model files. For Roblox, Meshy's Roblox Bridge sends static models to Creator Hub or Studio, needs Meshy Pro+, and doesn't support rigged or animated models. Other 3D generators like Tripo and Hyper3D Rodin export common formats too. Getting a model into a particular game's format is game-specific work. Compare them in the best AI 3D model generator guide.

Voices and NPC dialogue

This is where most of the controversy in modding sits. In 2023, AI clones of game actors' voices showed up in Skyrim mods, including explicit ones, and actors publicly objected (Axios). Nexus's response was that AI content isn't against its rules, but that it may remove content after a credible complaint from the voice actor or rights holder. It encourages modders to avoid these tools unless they have explicit permission, "particularly" for AI voice acting.

ElevenLabs is fine for original character voices. Its Prohibited Use Policy bans cloning, synthesizing or impersonating the voice of any living person without their explicit, informed consent. It also says you can't use its services commercially on a free plan. For player-side AI NPC mods (Mantella, CHIM, SkyrimNet), see Skyrim AI NPC mods compared. For original game audio in general, see the best AI tools for game audio.

Scripting: Papyrus, Lua, Java and C#

General coding agents work on mod code like any other code: Java for Minecraft (Fabric, NeoForge, plugins), C# for many Unity-game mods, and Lua where a game uses it. Compare Claude Code, Cursor, GitHub Copilot and Devin Desktop in Cursor vs Claude Code. Two modding-specific notes:

  • Papyrus (Skyrim, Fallout 4): in r/skyrimmods threads, modders report AI chatbots inventing Papyrus functions and syntax (example thread). Compile everything in the Creation Kit and check each function against the documentation.
  • Minecraft: MCreator's 2026.3 early-access build adds a local MCP server, so an MCP-capable agent can create and edit mod elements inside MCreator. Prompt-to-mod tools like Kodari and CreativeMode are covered in the Minecraft mod maker guide.

Roblox

Roblox Assistant is the AI inside Roblox Studio. Its docs say it answers questions, creates and edits objects and scripts, inserts Creator Store assets, explains code, generates materials, and generates meshes (/generate_mesh) and procedural models (up to 50 in a rolling 24-hour window).

Translation

For Bethesda games, ESP-ESM Translator on Nexus can batch-translate plugin strings using machine translation APIs such as DeepL and OpenAI. On Nexus, AI translations need the AI-Generated Content tag. On Modrinth, AI-generated translations need a disclosure, but using machine translation for spelling or grammar checks is exempt.

Before you upload: the rules by platform

Nexus Mods

  • Tags are required. Its File Submission Guidelines define three: AI-Generated Content (AI code, UI elements, voices, dialogue, translations, music, in-game assets), AI Media (AI promo art, thumbnails, videos, mod page descriptions) and AI Assisted (developer-led work with limited AI, AI texture upscaling, AI audio upscaling or cleaning, AI concept art not in the final mod).
  • "AI Assisted" needs evidence, such as development history or version control commits, plus real understanding of your code, or moderators may replace the tag. Nexus announced these tags in July 2026 (announcement).
  • Mistagging is a Terms of Service breach and may lead to moderation action.
  • Rights-holder complaints: AI content may be removed after a credible complaint from the affected creator or rights holder (Nexus news post).
  • No paid mods: Nexus's donation guidelines ban charging for mods, paid early access and commissions. Donations are allowed only as a thank-you.

Modrinth (since August 13, 2026)

  • Projects "cannot be entirely or primarily comprised of content created or derived from generative AI output", and can't be published publicly if they are.
  • You must apply the "Contains AI-generated content" disclosure when a substantial part of the code, any primarily AI-made assets, the design or functionality, or the project page relies on generative AI.
  • No AI-generated images anywhere on a project page: icon, gallery, description or changelog.
  • Projects that depend on AI to run (for example, connecting to an LLM) need an "AI functionality" disclosure.

CurseForge

Its moderation policy says any AI-modified (generated, edited or enhanced) showcase image that may misrepresent the mod must carry a clear, visible disclaimer, on the image or in the description. We found no broader AI-use disclosure rule there as of October 2026.

Bethesda Creations (paid)

When Bethesda opened its Verified Creator program for paid Creations, it said Creations "cannot contain anything produced through generative AI" (PCGamesN). This applies to Bethesda's own marketplace, not to sites like Nexus.

Minecraft

The EULA lets you distribute original Java mods but says you can't sell them or try to make money from them, and you can't distribute modded versions of the game. Server monetization follows separate usage guidelines.

Roblox

Roblox's Terms of Use say creators keep rights to their AI prompts and outputs but grant Roblox a license to that data. Its AI data-sharing docs say free Creator Store assets are shared for AI training by default, while paid assets can opt in or out.

Voice-cloning consent

Don't clone a real actor's voice without written permission. That's the core of Nexus's guidance, and ElevenLabs bans it outright. The 2025 SAG-AFTRA video game agreement requires consent and pay for digital replicas of performers (Reuters). It binds the studios that signed it, not modders, but it shows where the industry stands.

Step-by-step: an AI-assisted mod that passes moderation

  1. Decide where you'll publish first, because the rules differ: Nexus wants tags, Modrinth wants mostly human work, and Bethesda's paid program wants no generative AI at all.
  2. Keep humans in charge of the design. Use AI for upscaling, drafts and debugging, not as the whole mod.
  3. Use version control (for example, git). Nexus accepts commit history as evidence for the AI Assisted tag.
  4. Check every asset's rights. Upscaling a texture doesn't give you rights you didn't have, and each AI model or tool has its own license.
  5. Test in game, on a clean profile or world.
  6. Use real screenshots on your mod page. Modrinth bans AI images, and CurseForge requires a disclaimer.
  7. Tag and disclose honestly, then say in the description how you used AI.

Example prompts

These are examples, not prompts any vendor documents.

  • For a coding agent: "This is a Fabric 1.21.1 mod. Explain what the Mixin in ExampleMixin.java does and why the game crashes on world load. Here is the log."
  • For a coding agent with Papyrus: "Review this Papyrus script. List any function that isn't in the vanilla Papyrus API or SKSE, and don't invent replacements."
  • For ElevenLabs' voice design: "A gravelly old dwarven blacksmith, slow and warm, slight accent". That's an original voice, not a copy of an actor.
  • For Meshy: "Low-poly wooden supply crate with iron bands, game-ready", then export GLB or OBJ for your game's pipeline.

Common mistakes

  • Leaving the AI tag off on Nexus, or choosing "AI Assisted" without any development history to back it up.
  • Using an AI image for your Modrinth icon or gallery.
  • Cloning a game actor's voice "just for a small mod".
  • Trusting AI-written Papyrus without compiling it.
  • Assuming an AI tool's free plan allows commercial use. Many don't (see can you sell a game made with AI), and most mod platforms don't allow selling mods anyway.

Which should you pick?

  • Retexture an old game: Upscayl to start, chaiNNer for batch pipelines, RTX Remix for full remasters of supported games.
  • Add props: Meshy or another AI 3D model generator, then convert for your game.
  • New voiced characters: ElevenLabs with original voices.
  • Script or debug a mod: Claude Code, Cursor or Copilot. Compile and test everything.
  • Minecraft without code: CreativeMode, Kodari, Player or MCreator.
  • Talk to NPCs in Skyrim: Mantella, CHIM or SkyrimNet.

Questions people ask

Is AI allowed in mods on Nexus Mods?

Yes, but you must tag it. Nexus's File Submission Guidelines have three tags: AI-Generated Content (AI code, UI, voices, dialogue, translations, music or in-game assets), AI Media (AI promo art, thumbnails or descriptions) and AI Assisted (developer-led work with limited AI, including AI texture or audio upscaling). Undisclosed or wrongly tagged AI use can lead to moderation action.

Does Modrinth allow AI-generated mods?

Only partly. Since August 13, 2026, Modrinth bans projects that are entirely or primarily AI-generated, requires a disclosure when AI made a substantial part of the code, assets, text or functionality, and bans AI-generated images anywhere on a project page.

Do I need to disclose AI on CurseForge?

CurseForge's moderation policy requires a clear, visible disclaimer on any AI-generated, edited or enhanced showcase image that could misrepresent what the mod contains. We found no broader AI disclosure rule there yet.

Can I use AI voices of game characters in a mod?

Be very careful. Nexus says AI content may be removed after a credible complaint from the affected creator or rights holder, and it asks modders to avoid these tools without explicit permission, especially for voice acting. ElevenLabs bans cloning a living person's voice without consent. Use original AI voices or real voice actors who agreed.

Can I sell a mod made with AI?

Usually not. Nexus doesn't allow charging for mods, Minecraft's EULA bars selling Java mods, and Bethesda's paid Creations program bans anything produced with generative AI.

What is the best free AI texture upscaler for mods?

Upscayl is the simplest free, local option. chaiNNer is free and better for batch pipelines with community models. NVIDIA RTX Remix is free too and adds AI PBR materials, but it's for remastering supported classic games and needs an RTX GPU.

Can ChatGPT or Claude write Papyrus scripts for Skyrim mods?

They can help, but check everything. In r/skyrimmods threads, modders report AI inventing Papyrus functions and syntax, so compile every script in the Creation Kit and check calls against the documentation.

Is Roblox Assistant a modding tool?

Roblox is a platform for user-made experiences rather than a game you mod, but Assistant is the AI built into Roblox Studio. It writes and edits scripts, inserts Creator Store assets and generates materials and meshes.
